The Governor described the housing project as a social contract between the leaders and the led pointing out that his coming into governance was not accidental because he came into governance with a clear vision and plan for the people. He therefore thanked all those who contributed towards the realization of the project. In his speech the State Commissioner for Works and Transport Mr. Festus Ugwu said that the site for the Housing Estate was in acquired last year while his Ministry and consultants were commissioned to come up with a design for the project. Mr. Ugwu explained that when the project was advertised in the national dailies six companies tendered for it and after a due process of tendering and bidding the contract was awarded to Marlun Construction Nigeria Limited and Cytlon Construction Limited. He therefore charged the companies to do all they could to justify the confidence reposed on them by the government and ensure that work on the project was completed on schedule.
